I highly suggest looking closely at the zones where you are recruiting. Seek out zones with high danger, high military, high government, high spice, high economy, high high things. You get what you pay for, where you pay for it. We're kicking around some ideas about how working closely with contacts could help give other ways to improve the situation. A quadrant danger of 16 does have some good qualities after all, thank you. Tough dangerous quadrant only the strong survive, tough soldiers. I've been playing Steel Song, Prince Faen's planet is pretty strong. You are right I haven't paid close attention to Military / Gov levels, definitely will do better on that. Just purchased a level 4 licence to shut up!

This is very interesting. I wonder if you are using some metric that I'm not aware of to judge crew quality. Statistically, the math just does not agree with this sentiment. Looking at saved games, player data, test outcomes and the math I just cannot get there. What is the metric by which you are judging Crew quality. Is it ONLY Fortitude scores or something? For me, when recruiting non-combat crew, I'm pretty much only looking for minimum 14 Fort, 14 Resilience. Otherwise I find they die/desert more easily than I'd prefer. I occasionally make exceptions if they have some good Trait or useful Skills. For combat crew, I try for 16+ Fort, 16+ Resilience, 16+ weapon-related Str/Quickness. If I'm lucky, they have a few points in Evade or weapon of choice. Again, the above is just my preference. Realistically, slightly weaker recruits would be fine as long as people don't mind some degree of consistent crew turnover over time. I personally have no difficulty finding decent combat recruits that fit my criteria. Regarding tips, I train an Officer as a Commander with Discerning Eye literally as soon as the game starts. This is very useful for getting better recruits, especially if you combine it with recruiting from a good quadrant/planet.

I think your recruit criteria sound very reasonable and I am not surprised you're able to find capable characters. When the criteria start getting into "multiple 20's" you are going to struggle. It can be helpful to take a look at a Captain's attributes on the priorities A-B-C-D-E to get context on a crew's attributes.
