If you take a job at the New Boston Detention Center, somebody can be placed between the wall and the building. This makes it impossible to kill them, since you can't get to same side of the wall as they're on and their defense through a wall is ridiculously high.

wiggy - thanks! There are a number of issues with the placement of team members and enemies in combat right now, and this is one of them. I have added it to the list of confirmed cases in the bug ticket.
