The 'Connectors hold onto their jobs and offer them again if you refuse them' -- to prevent job selection doesn't play nicely with 'taxis won't carry you when you are on escort duty' combined with 'connectors you reach on a V-chip'.
Here's how it goes -- you phone Victor, or somebody like him, and he offers you a job escorting somebody to a place in the Streets. Being on the other side of the Zone from there, you decline the job. Then you take a taxi to one of the Street neighbourhoods. If you are lucky you will pick the correct one, and if not, escort duty through Los V is no big deal. Call up Victor again. He still has that job. _Now_ take it.
I think that escort duty needs to be modified so that you always have to go to such and such a place -- and taxis will take you there, assuming you don't already have an escortee with you -- and pick up a person and escort him or her to <wherever>. This will make it possible to calculate how difficult the escorting is more accurately, as well.

....and if we modify things so that you pick up your person, I don't want any of this 'your connector will tell you where to escort the person' nonsense, so that you don't know where your escorting will be _to_ until you have already picked up the person. I want to know up front, ahead of time, pick up a person <where, at least the neighbourhood> to go <where, again the neighbourhood>. I suppose I might put up with 'from a Yakuza neighbourhood' to 'a Blue Ox neighbourhood' but I don't want to take jobs completely blind.
Another thing you could do is to make it impossible to get escort jobs from a connector that is working off of a V-Chip instead of out of a building. If so, disable the 'package delivery' jobs for them as well. One of the things that pushes the 'willingness to suspend disbelief' very hard is the ability of people and packages to show up, *poof* over the phone line. Instructions to pick up a package (or person) at such and such a location would still be fine, of course.

You know, if you don't even make it there... torture and hacking and stuff ;D If you cannot trust your Cyber Knight, then you have a real problem...because if I want to take a cargo someplace where he can be questioned and tortured then I don't need to know where he was supposed to go. I'll just haul him away someplace quiet ... On the other hand, my ability to say whether I can do the job or not depends on what the job is. Escort this person from the Fenns to I-93? No problem. Escort him from the Fenns to AzTek Global? Sorry chummer, I don't think I am quite skilled enough for that.

grävling - we will take a look at the issues caused by V-chip connectors and backroom connectors. Both allow you to get jobs in variable locations. This will be easier to resolve when the list of job types is twice the size and we can effectively take away escort / package from V-chip connectors without reducing them to 3 job types. On another note, the Cyber Knight is the one person that the Connector must trust, but can never trust. Therefore, you are need to know, up to the moment you need to know it. The Cyber Knight is the most dangerous possible double-agent that could exist. Thanks for the feedback as always!
