Salvage over Indy world bugs

When salvaging over indy worlds, influence conflict and gain rep cards can appear, but since indies don't have rep or conflicts, this doesn't make sense.

Also when salvaging over a pure wilderness planet, the 'valuable salvage' card says you sold the scrap to the local independent starport, which doesn't make sense because there are no starports on a wild planet.

v3.0.31 has fixes for several of these issues, currently focused on cleaning up Conflict mismatches.

Will look at Reputation cards next.
