There are two talents to avoid negative morale on conscription, which are QM Welcoming Conscription and Diplo Compelling Conscription. Are either of these listed in the crew talent manifest? I looked under all of them and didn't see them. This is really useful to find out how many are on cooldown, especially when it's available in multiple job types. I would look first under crew management. But really I guess the problem is that none of the post-ship victory talents are listed yet.
