F Demand and permit req for klox medbays on pox infected

Both pox outbreak and first infections rumors on a world and they still have F demand for klox med bays and require permits. See screenshots. Note I did have the permit for one of the worlds in the screenshot but it was still required.

Thanks Cory. FYI I sold 10 units and did get the "your delivery is celebrated" toast and 17 bonus rep so that part is working.
