Scroll bar not working in BM sell screen (Android)

Bit of a weird one. I can scroll down on the buy screen of the BM but not the sell.

Moto Z2 5.5 in screen
Android 8.0
Game v3.0.19

As you can see I am able to scroll down on the scrap, but I can't on the Terraforming comps. Couldn't sell them as a result. I tried and tried to click push on the text as well as the tiny thin bar on the right (is that a scroll bar?). Pushing on the text area worked on the screen to buy scrap, fyi.

The entire area is tap-and-drag to scroll, there is no visible scrollbar.
