UDF Drive Rumor with no Soldiers to recruit

I was under the assumption that a past update fixed the following situation.

Zone has low stats and you cant normally recruit from the spice hall

Zone still can’t recruit anyone during the UDF Recruitment Drive rumor

Shouldn’t I be able to recruit from this zone because the rumor supersedes the OG zone stats and forces the recruits to be available? Or did I misunderstand past update notes?

Note: I know I don’t have space. I wasn’t actually wanting to recruit I just noticed the weird behavior

Yes, sounds like you did misunderstand it.

- During Mercenaries, Spice Festival and Academy Graduation Rumors, the Spice Hall is always open for Recruiting even if Starport rating is below minimum

I can barely make it out, but the text simply reads "No recruits here." That indicates that you've previously recruited everyone who was there and the simulation hasn't trickled any new recruits back into the hall.

I don't know why there would be no recruits then.

Possible result of proc-gen. Not everything will always have everything, that's just the nature of a simulation with as many permutations as this one has.

In this case what I suspect happened is that something else consumed those Recruit points -- so while the options would be great, there are no remaining counters available to draw on.

Similar to if you'd already recruited the last available crew.
