If anyone is curious why it needs fixing, have a look at my blunt (but accurate) review of it in my guide to the starting ships:

Basically it has no purpose. It's like the Paladin, but worse. It's only distinction is having an A2 locker, which since it's pretty terrible at close and board, leaves exploration as it's most likely purpose. But just a weapon locker isnt enough, so I decided to build on that theme. As it happens, the game needs a good starter ship for exploration.

All I did was add 4 comps, all of which cost the same or less than what they replace, so it should be balanced and well within the C ship price range.

Now the ship has a clear purpose. And it's an easy fix, and I think this will really help new players just starting out, and those going for unlocks. Give them a taste of what is possible and then look to upgrade it.
The best part is, the Explorer default template already has the frontier liner in it, so it's perfect. The Smuggler template, however, should be switched to the Paladin which it probably should have had all along anyway. This also would help new players just learning the game. Currently, 2 of the 4 default templates contain a ship that nobody should ever take. Not a good first impression.
