Starting Contacts initial missions requiring 2+ jumps

Have been getting initial missions from contacts requiring 2+ jumps to reach their first stop. Was told it might be a map seed issue and to post it here.
This map was made for me to do Steel Song on so check out starting with that faction. Template I'm using has 3 contacts in starting home quad and 1 located elsewhere.
