No all doctors services can restore characters to full health.
If you check their status, are they at full HP?

Yeah it was at the start of the battle...apparently that is the full health line on my phone....which makes it a bit difficult to estimate who is at full health since I would expect it to extend to the end of the "bar" without the empty space on the right during battle...

To be clear, the question I am asking is "do they really have full health?" Because just starting a battle or visiting the doctor doesn't mean you get full health.
Maybe the character has 182 Max HP. The doctor can heal up to 140 HP. etc.
Trying to determine, bug or user error?

Yes...the second picture shows they are at full health or close to it which was taken in the battle setup....the third picture show that the health and morale bar is like 3/4 full for both sides of the battle minus some morale ( I would assume that the enemies start with 100/100) which was taken before any actions.....it is my assumption that for some reason on mobile/my phone that 100 percent = 3/4 of available bar space. If this is by design then that's fine which is why I titled the post a possible bug...
