Just firing up a new build, and found that upon re-entering the Skills tree, the Repair slider was moved to the same level as the Explore Skill. Repair still showed 0 skill, where Explore was at a 3, but the slider tracks to whatever level the Explore slider is set to.

Adjunct to this, if you set Repair to anything higher than zero, exit and return, the slider will be at whatever level Explore is at. Points remain the same. It appears to be cosmetic only, unless you fiddle with the slider.
