3 starport and 8 military Pop planet has rumor starport is closed and skilled mechanics are looking for work. Starport is closed. In the recruit screen there is no mechanics. The starport is only 3. So if they have no mechanics it should not say they do in the rumor. Or there should still be some because the starport is closed and they had to have some there to refill the ships.
