Is it a waste of exp?

So my replacement Captain on Normal difficulty is inadvertently an Explorer (intended to make him a Military Officer).

I'm not doing any planetary exploring so do I need to build up my explorer exp points? Right now it's 20 while everything else is in the 80s. My cells aren't rooted so I can't do screen captures.

I just want to double check. I'd hate to have some type of handicap because I'm not keeping the explorer skills on par with everything else.

If you are not exploring or harvesting the Explorer skill is waste of XP in my opinion .
