I had a detailed idea/suggestion on a mission type for ST:F where you were to form a contact relationship on behalf of another contact. A side-effect of the mission was the acquisition of the new contact as well.

I'm unsure how feasible that would be to program.
But the issues arise mostly in the lore.
How could you even approach a palace without a contact to use as an excuse?
You can't just leave your crew behind, that's illegal
And sneaking 30+ folks in seems unlikely
Especially on a diplomatic mission

I was hoping there would be the opportunity to have back to back negotiate checks.
Forcing you to have 2+ checks or actually high negotiate skill

Could also be done via Exploration of wild zones instead for a contact discovery but that makes a little less sense.
