The new Rychart Peak Velocity Matrix 4 doesn't match the stats posted in the patch notes ("Peak Velocity Matrix 4 which grants a whopping +15 Move bonus, +1 Initiative and +6 Boarding").
They have the classic PVM 3 stats(and +1 more jump cost): +12 Move bonus, +0 Initiative and +4 Boarding => not much incentive to buy them imo.
