Mission: Political Retribution Mission Step: Targeted Intel I'm supposed to gather 16 intel on another faction.
Issue: All the intel I've gathered (in a years' worth of trying) is specific to the trade alliance that the faction is currently engaged in. Even thought the collected intel includes that faction (other faction vs mission target faction), that intel is not accepted by the mission.
It's possible I just have very bad luck and there's a way to gather non-conflict info while the conflict is occurring, but I was not able to do so.
Suggestion: Does it make sense to let the mission accept any intel on that faction, conflict related or not?

Please post a screenshot. The intel *must* be about the faction in question. As shown in the Conflict Intel can be about a Cadar v. Alta Mesa but it is Cadar Intel. If you need Alta Mesa, this would not qualify. Where are you Spying?

I don't have screenshots and am long past this, but I think you already answered and I was mistaken.
I was spying at the target faction's locations, and all the data collected had the target faction listed on the right side (when you look at the "related conflict" column in your screenshot, all my intel had the target faction listed on the right).
I still don't know how I would have gotten the data on the target faction... was I supposed to be spying on worlds that were NOT the target faction?

I will take a look, but spying produces Intel about the local faction.
