No matter which monitor Steam is active in, the game always launches in the Primary display. My current configuration is: 24" 1080p Primary display, 40" 4k Secondary display. I can switch the game to windowed and drag it over to secondary display, but changing resolution to 4k requires a game restart, which then relaunches on the primary display, capping resolution at 1080p.

As you might suspect, setting my Primary Display to the 4k Monitor temporarily does indeed allow the game to run in 4k on that screen. However this is very much a workaround, as having said screen as a main display is a headache for a whole variety of unrelated reasons.

Sorry you're having an issue with it.
You could set the game into windowed mode and use the command line args:
winsize xxx winheight yyy

winheight 2160 winwidth 3840
You can also select 4K in the resolution list in-game, just pick 3840x2160 and set the game as windowed.
