I could swear that Independent planets have less in the way of rumors and contracts for me if I just finished a mission or a looting spree against indy targets. Could I just be imagining this?

Well, there is a curve of how rumors are applied to urban zones based on the rating of the urban zone.
Therefore, usually low-rated (vs. average in the area) Indy worlds yields a different type of rumor and economic cycle.

The Spice Hall does not generate the rumors. The game is running with all the current rumors active in the simulator -- each rumor has a "Known By Captain" flag which is set when the Captain hears about it. So, in ST the rumor could be running for a year before the Captain gets in range of it via an Urban Zone. Because of this it would be impossible to ensure that a planet has more "good rumors" because if the Player already knows of all active rumors ... it would just be "pass the spice plate" all night long. The rumor could potentially increase the range of the planet's rumor viewer, which would be useful if combined with an extra quantity of rumor dice.

I vote no, as along with groups such as the corporate syndicates and royal great houses, it makes sense to have independent outlying planets with no connections scraping out a living. Free supplies and crew might make me a little biased.
