Ya know, I think that the cookie analogy should have earned me at least one Exalt ... In the realm of ST, the independent planets are truly independent. The individual ships are all mercenaries, freelancers, and other folk who have no influence over anything and serve only themselves. They've made a conscious decision to be their own bosses (masters of their own destiny, don't care about anyone but me, stick it to the man). The planet urban areas are no better. They are just one notch above thatch huts. Okay, that's probably going a bit far, but they are really small and non-influential. They are so small (populations in the 10's or 100's) that they don't even have any local government , let alone any aspirations to be part of some larger faction. These are the types of people who have gone off and struck up their own community because they're fed up with the way the big governments are. The last thing they want is (a) having to report to any other authority, and (b) have to worry about who is allowed to trade with who (or not).

Look, if you go to some beat-up backwater of a planet, the building that doesn't leak or has more than 2 rooms is certainly a palace!

A few do lie on particularly good smuggling/trading routes ... they're working hard to stay under the radar of nearby factions though - otherwise their blissful existence will come to an end. Imagine being ruled by Steel Song!?!

To even say steel song has a chance of ruling, you should be banned. But I will forgive you because your hatred for them is deeper than mine. I personally I would love to be a back water smuggler

I didn't know Steel Song had rulers. I thought they were a collection of hunter/gatherer tribes that make decisions through fights to the death.

In the story of ST, the main character is the son or daughter of a Faction Captain, and thus is identified as a member of that Faction.
In ST 1 the "Independents" are not actually a Faction -- they are the lack of Faction alliance and the game cannot support a character that lacks Faction alliance (at this time.)

Why don't the Independents have political relations with factions? I am sure that some factions are angry at a nearby Independent for not joining them.

Yes and No.
Factions are bound to political and cultural structures that intentionally exclude the independents.
The Factions were once each vast and powerful empires unto themselves, and now, in exile they manage to hold onto only shards of there former glory.
The independents (and even the Templars, to a certain extent) are the supporting cast of those empires -- the trade routes, neutral grounds and intermediaries that enable the greater Star Trader Treaty to exist.
It isn't so much that they Independents are resisting Faction membership -- they're not invited. And they wouldn't know how to join, even if they were. They have there own unique history, of which many of them are fiercely proud.
