I have just noticed that even with -3000 reputation there are people eager to join your Crew at the enemy planet Spice Hall. Even ~300 of them!
That gets really handy during prolonged Blockade or Surveillance missions deep in the enemy territory when only Indi worlds with small Spice Halls are available around.
