they're static now scaled to the level and planet they are hired on.
City does intend to RPG them up into named, level-having characters ASAP

So for right now, it makes sense to dump and hire as you level up rather than keep the same old officers.
Which planet stat affects the officer's abilities?

Right now a mix of Prince and Economy, or Prince and Security for Military officer.
There is also a slight bonus for how long they've been in service. It probably balances out around 4000 turns perhaps

Am curious - does hiring two Officers of the same type stack their abilities, or do you just get the abilities of one?
I mention this because I seem to remember trying to "double up" in an earlier version, and it wasn't allowed - the Officer button would be grayed out. But I just hired two Spy Officers in about 15 minutes...

well before my first captain died i managed to unlock picky beggar ship however after realizing i had only a year left to gain 3 more ranks to unlock zealot i decided to blokade a planet of steel to see if i could use the current status of war of assasins to my advantage well after being disabled by a pirate boarded captured imprisoned captain jordan went a little crazy and flew accross the quadrent fighting off mutiny after mutiny decided his skill at abating mutinies was to great and that his death wish had not been fulfilled before he reached the edge of the quadrent he decided to convince the crew of burried treasure on an extremely hostile planet. with 2 life left and 34 crew he set out to die. ( laughing to himself that he managed to persuade 34 idiots into fallowing him.) some how though his plan failed as he lost only an eye and 1 measly hit point. and yet 30 crew died from toxic gas on his way to the neighbouring planet the 4 crew mutinied against his right eye. fin.

Dumb question - is there a way to check the skill levels of my Officers? Otherwise I have no way to decide who gets the comfy command chair and who gets the draughty airlock.

There's no option to check the officer level (afaik). However, Cory mentioned that after about 80 years of service - new officer should be better then the "old" one. Haven't lived that long tho, so I don't worry about it. If my captain get's that far - it means it's time for me for next difficulty level.

A future update will include a way to name, stat, level and compare officers. Today, they're about the same, but the higher level captains get bigger bonuses.

LoL.
I'm afraid that your Captain is a slaver -- conscripting crews for deadly exploration missions is considered to be uncool by the piles of dead Independents.
- Pass Turns - Keep morale high (Crew doesn't talk) - Recruit minimal (No new Crew) - Conscript without Destroy
PS: Forget I mentioned the flags. Officers cost is random.
You do not want additional documentation. These are not the droids you are installing on.
