Attribute for all are either 10 or 11 in sandbox mode, I have 35 point but cannot increase any of the attributes is there a cap on how high you can make them in any of the game levels

Yes, just starting yesterday! But you should be able to still raise the underlying stats.

Ok you should add the max that you can raise each attribute to the help file under attributes, I have been trying to load each one to about 12 and then focus on mind and other skills for being an agent-ex and waiting for update on hacking the corps

That was fast! I put in the maximum attributes to force myself to start adding the next round of ways to spend XP but this was faster than I expected.
