At high levels of athleticism and brawling, CKs using melée could position themselves 'for free' -- not paying 1 AP to do so. At high levels of perception and firearms, CKs could aim without penalty.
Also, what does 'cover' mean in the context of melée fighting? It doesn't seem to make sense, but then it doesn't seem to be implemented, either.

Agent EX premium skill is athletics so if they are 'chrome-eyed digital ninjas' it should give something that suits them well

Also, what does 'cover' mean in the context of melée fighting? It doesn't seem to make sense, but then it doesn't seem to be implemented, either. To make this accurate in the defense selections it could get a bit complicated(though I would like that), changing the term to block when using a melee attack vs a melee or range weapon defense, but when that happens people will want accuracy mods for such combinations like, "I should be able to punch someone easier if I closed the distance and he has a rifle in his hand", and so much more... ;D
