Go take a look at Unit 4C.
It looks as if you ought to be able to run between the building and the fence to the west of it, in a narrow 1 square wide n-s corridor, and also between the building and the fence to the north of it along another 1 square wide e-w corridor. Actually, because the fence is 1 square wide, there is only half true. The e-w corridor to the north exists, but the n-s one to the west does not. This makes the e-w corridor a dead-end cul-de-saq, which is precisely what you do not want to discover as a dog is chasing you.
It would be a lot better if the 1 square width the n-s fence has to take up was to the west of this fence, rather than to the east of this fence as it is now. There is room in the yard next door. You would lose the ability to run around the pile of garbage (which would then be right next to the fence) but I don't think that is a serious thing to lose, more than well enough offset by the ability to run around Unit 4C.
If for some reason that is impossible then please change the art so that there is an e-w fence filling one of the squares in the illusionary corridor, going from where the fence is now to the east wall of Unit 4C. Then it will not look like a great place to go when you are running away from a pack of dogs.
