When the game decides an encounter in space will happen, I would like the chance to avoid it. Before I get to the encounter screen perhaps my sensor officer should have a chance of detecting them before they see me. This would allow me to "run silent run deep" and duck into a nebulae or hide on the darkside of a nearbt moon. This would probably double water use for that turn wouldn't it?

I think its already kind of incorporated into the 'stealth' skill. Higher stealth means you avoid encounters.

In the following order ... - Stealth - Speed - Small - Efficient (Fully Crewed, Happy) - Good Pilot - Empty Hold - Low Weapon Counts

sorry I should have said here are the top 7 of 15, excluding ones that are outside of player control like
- Green Zone - Red Zone - Near Edge of Map - Near Capital - In Orbit - Rumor - Conflict - Recent Combat

Does the existing Stealth system assumes you want to always avoid encounters though? whereas you might want to have the option of sneaking a look at the potential target/enemy, and then deciding whether to avoid or engage.

I think that if you're looking for a fight, it assumes you'll hit the Patrol button.

oldalchemist -- correct, patrol uses Stealth but for sneaking up on interesting ships

patrol is also the way to use all the merchants / merchant fleets / refugee rumors

I'm unclear on the purpose of those rumors. What are they for? Is it supposed to point out easy pickings for piracy?

There is one that means '500% more merchants' and '300% more pirates'
There is one that means '250% more valuable cargo' and '100% more pirates'
There is another that means '200% more shuttles' and '200% more illegal cargo'
Those are GROSS oversimplifications. none of the commerce rumors can be boiled down to simple explanations -- but above is what they get pirates.
