Knowing the evasion has a (Stealth * Speed) is very important. If you want to Max your evasion chance, Get the a Fast ship with most sails and raise you stealth as much as possible. With a fast ship, every point of stealth is 4 points of evasion. I don't really understand what you are trying to say. At long range, to advance is based upon Ship Speed, Stealth, Sails and Tactics. This also affects your firing of torpedoes. At short range, to advance is based upon Ship Agility, Pilot, Engines and Tactics. This also affects your firing of Guns. At medium range, if you are trying to increase range, you use Ship Speed, Stealth, Sails and Tactics. If you are trying to decrease range, you use Ship Agility, Pilot, Engines and Tactics. So considering changing range at long, medium and short range, do all three take into consideration Tactics as an important value?

tactics is taken into consideration, but not as much as PILOT for advance or retreat vs board and not as much as stealth for retreat or advance vs torp. Basically, tactics is best if you do all types of combat. If you want to emphasize on long range, stealth is best. If you want to emphasize I'm short range combat, pilot is best. If you want to emphasize on zero range combat ( boarding) warrior is best. the advantage of tactics is that it does all 3.
Also keep in mind that the role of pilot and stealth at short/long range combat depends on your agility/ speed of ship. For a ship that's low agile/slow, tactics is best for ranged combat, at least in terms of launching torps and firing guns.
Also keep in mind though that no matter your ship agility and speed, some tactics and pilot are both important of short and some stealth and tactics are both important for long range combat. Some tactics are also important for board because tactics helps gun enemies before boarding in addition to doing boarding itself, and a damaged ship never does as well for boarding.

OK, so I've finally figured out how to use the calculator, and noticed a lot of the things that have been discussed here and there, such as balancing pilot and stealth versus other stats, etc. Ultimately, I think what I was shooting for was a percentage advantage in pilot (so I can jump around like Muhammad Ali), stealth (so I can sneak away and spy), tactics (so that I'm able in battle), and strength (so I can punch them in the nose for boarding). I'm leaving the rest (exploring and charming) super duper low to downplay my levels allowing my other skills above to outplay the NPC. Am I getting this right? Attachments:
