I'm playing a game on Demanding instead of Normal, so it's much harder. I have a new ship and a weak captain. So I'm being Very Very Careful. I'm not dragging around cargo and I'm not dragging around contraband, except on specific runs. I'm also running only 1 Contract at a time, so I'm very careful what and who is on board.
Still, I get Warships pulling me over for contraband and Pirates pulling me over for valuables.
The Warship message text says they "detected restricted goods". Not true, I'm not carrying any. Do I get stopped anyway? Fair enough, but it would be less confusing if the text said "on suspicion" or "probable cause" or "because you Thulunians all look the same to us".
As for the Pirates, the text says "detected valuable cargo". Are they really hijacking me for water/fuel and a crate of Vudka? Maybe they need to recalibrate their valuables-detector.
Cory I know you like these things actionable. So my request is, when a warship or pirate stops a ship that does NOT have restricted nor valuable cargo, please change the text. OK you have toast saying "nothing was found", but the initial text is still confusing.
Also (you probably have already done this), the chance of getting stopped is lower if I don't have any restricted or valuable cargo, right?

As far as I know, the military ALWAYS stops you for inspection, regrardless of what you carry, a long as you don't have a rank in that military faction. And the chances of being stopped are that of being detected, so they are based on your stealth, hull and amount of cargo (not type), and upgrades. However artifacts may trigger more encounters and bad luck. If you don't want to be stopped/searched, buy military rank in all factions or invest in stealth and such upgrades. If you carry maximum load you will be stopped much more often. That's why water tanks decrease that chance, because your 25 tons of water don't use your cargo capacity. Anyway, I'm also being stopped by military, but it never said "detected restricted goods" if I didn't have any, instead it says (when it happend in their space) "This is a military patrol ship sent by the security forces of xyz. They will wanto to search us for contraband or illegal people. They should allow us to pass if we if we submit to inspection" Ok, that double "if we" is a bug or some dev's typo Are you 100% sure you didn't have artifacts, weapons or electronics onboard without valid trade permit for that faction which stopped you? If so, it seems as a bug, but I haven't experienced it. Post some more details for Cory so he could investigate it: smartphone model, adroid version/build, game version, maybe a screenshot of such encounter and your inventory. As for pirates stopping you for water, it seems you haven't been on a long trip through red space with damaged sails and no water. In that situation, you hijack any ship that passes by, even allied. Ok, maybe not all pirates are in such situation, but still, water is money, and piracy is all about money. Oh, and don't forget that they also like to shoot, board and maim, so they do it also for fun It seems they have something in common with Cadar military

No, agreed, deep in red space water is worth hijacking a ship for and I've done it myself. I'm only whining about the message text, not the actual behaviour, I'm fine with the warship behaviour and the pirate behaviour. I'm pretty sure that I did get this message text and did not have either contraband (Weapons Electronics Artifacts) nor any Contract package aboard - I repeated the problem a few times, checking my Cargo beforehand, before reporting it. Next time I will check the exact message text. I guess the message text varies depending on whether the warship is on home turf or not.

I definitely have no 'restricted cargo' aboard. I have water, rations, and no Contract in effect.

If you don't have a trade permit, luxury rations appear to be considered restricted. At least that's what it seems from the number of times the same thing has happened to me.

Luxury Rations are restricted? Well, that's another reason to parlay pirates with torpedoes.

callidus -- I will investigation of this Luxury Rations are restricted goods. I admit -- that does sound like something I would think was a fair rule. I'm really rather evil.

I did a small amount of testing on this. Faction sponsored pirates (privateers?) consider any cargo to be restricted goods, unless you have a trade permit. If you have a trade permit, they'll still want to loot your ship, even if all you're carrying is water-fuel.

This must be a typo? Trade Permit = Non-Hostile Pirates in ST RPG.

I've encountered pirates flying the flag of factions whose trade permits I hold (and in which I have significant rank), surrendered to them, and had my cargo looted as a result. What is supposed to happen in that situation, and what are you supposed to do?

@kirk84 I think you are supposed to Retreat, Acknowledge or (now) Ignore a Pirate, rather than Surrender.

It's fantastic now with the "Ignore" button, because previously you had to select "Battle Stations" then "Retreat". When I hit Battle Stations, my captain tended to get over zealous and want to have some torpedo firing practice.
It's actually funny chasing after a pirate ship that is determined to flee the scene "Excuse me, you might've dropped this torp - I just wanted to return it to you"
