Am I right in thinking you only get 3 Officer slots? Well it would be very cool to have Unlocks that allow you additional slots. Or base it on level, Charisma, rank, XP, stuff like that.
But a +1 Officer slot Unlock would be really worth working towards.

I honestly think it should depend on ship and crew size, not an unlock. That's just my view though.

Ships with a bigger hull are harder to pilot and suck down more fuel. I'd say attach officer slots to hull size. Bigger boat = more options, but more resource and skill requirements.
Also, consider that officers stay with the captain when he changes ships right now. What if you move to a ship with less slots when you're flush with officers?

If you have more than one ship you could assign them to one of your docked ships so they can keep the crew in line. If you have no other ships then you would be forced to relieve one or more of duty or possibly pay them a one time stipend to stay at that planet's palace until you return for them.
Once Bases are activated, then you could have them stay at your base. Then you could collect different types of officers and swap out who you need for your particular missions. The officers manning the base would keep the extra crew you have there in line or have them work at harvesting resources and treasure.
