Awesome to hear more about the inner workings of the spice trade!
Also, really awesome update on the artwork there. It's pretty cool to see the upgrade and watch the artwork improve across all the games.

Since rumors are so tightly tied to spice, then isn't the "spice is overflowing" rumor already equivalent to a Rumor about rumors? In the upcoming release it will be as you say and as StarFixer suggested. Previously the rule I was using increased other aspects of the Spice Trade, but not the Spice points used to determine number of Rumors. The change I did was to remove that block and now any bonus that adds Spice to the Exchange also adds Rumors. This is because Spice reduces the ability of a person to keep secrets, it always increases the rumors in an area. So now the "Rumor of Rumors" are Spice Surplus and Spice Traders, both will generate lots of Rumor bonus multiplier in the Hall and Palace. Sounds awsome. You should probably add that the spice rumour will generatate more rumours in the rumour section of the help. Also, wouldnt that mean that a spice surplus gives a rumour bonus as well?

I read in one of the rumors that more Records means the Prince has more rumors. Not sure if that rumor is accurate or just flavor, and if the rumor reflects increased Spice Hall rumors or just Prince rumors.

The rumor of rumors would not only mean lots of rumors, but a higher rumor output, so it would actually include more total rumors and a higher maximum of accurate rumors For example: hall with no rumors: 10 real rumors and 6 flavour hall with spice surplus: 10 real rumours and 15 flavour hall with lots of rumors rumour: all rumours in the quadrent and 15 flavour

You're looking at the system backwards, the ratio of game rumors and flavor rumors isn't determined when the Rumor counts are, it's rolled based on Hall/Palace range.
It's like you have X rolls with the dice. More Spice, more rolls.

Oh I think I see. so the probability of each rumour available being a good rumour is based on range, but spice increases the rumors available and therefore the chance of getting good rumors. There is no maximum amount of good rumors that a planet can get. Any planet can have every game rumour with enough spice.
Am I on the right track?

No, the range of the planet will determine it's circular radius of Rumor detection.
The Spy officer will tell you when you've extracted all the rumors in Range of the Hall.

okay I understand now. that is why a rumour of rumours would be good because it would increase rumour range to the max as well as increase total rumour number.
EDIT: I actually just posted a number of rumour ideas for both game and flavour
