Okay, so Cadar and Steel Song are allied (Shudder), and you've not had the best of experiences with Steel Song. Okay, Steel Song hate your guts and your RP is sitting south of -500.
Anyway, you are flying along and minding your own business when some dastardly steel song scum ship attacks you. For some reason you can't seem to ignore/accelerate away from them (must be some relativistic gravity effect), so you are compelled to return fire and disable them.
BAM You lose a rank for violating some silly treaty. WHAT ... they shot first! You only fired back to defend yourself. How did you know that your single shot would go right through their decks and obliterate most of the crew and engines in one shot.
So I argue, your honor, that if the bastards enemy ship attacks first, then you should be exempt from getting any penalty for allied factions. Yes, you should get penalty by the faction who's ship it is, especially when you accidentally set that ship to "self destruct" as you leave, but in the above situation, Cadar should be more understanding.

I think they are expecting you to just surrender whenever attacked. That is how Cadar is so successful, yes?

I'm shocked - Cadar doesn't expect you to surrender ... in fact, they're hopeful that you'll put up a fight so they can fire more torpedoes! And anyway ... Cadar will never attack without a legitimate reason, so are fully justified when firing first.
Other factions shouldn't penalize you if Cadar does fire first, because ... well Cadar ALWAYS fire first.

Standing rigidly at attention with the forward fire team behind him. All of them reeking of spice. The Bosun humbly explains there must have been a malfunction in tube 1. The fire team desperately trying not to bust out laughing.
Dismissed by the scowling Captain, down the hall he hears peals of laughter fading in the distance. Looking back at the bridge controls a sly smile briefly appears on his face.

Maaaaaaaaybe I shouldn't have picked an example involving Cadar and Steel Song ... I mean it for all other factions too so let's purposefully use non-Cadar and Steel Song references and say
If a Weak but somewhat effective Faction that doesn't rely on decisive action via the medium of a torp (Faction A) is allied with some second-tier scum of the galaxy but don't have whopping great targets on their ship to aim at (Faction B).
Now you are despised by Faction B, but somewhat chummy with Faction A, despite the fact they prefer sitting around some "diplomacy" table, talking for hours and days when clearly a couple of well placed torps would resolve any issues. Anyway, you are flying through Faction B's territory in your humble freighter (a small Carnifex) when the bastards of Faction B decide to confront you with guns blazing. Wait ho! "Mr Captain of Faction B, I, and my ship are flying under the flag and governance of Faction A, and we are doing everything we can to respect the wonderful ALLIANCE that our respective factions are signatories to. Please refrain from shooting at us because our ship is clearly peaceful and is unsuited to space combat".
Does the enemy captain back off? No, the bastards keep coming. You and I know that the Carnifex can't outrun a specialized combat ship. The enemy vessel is firing constantly at you and you fear for the lives of your loyal, generous and caring crew*. You decide to fire a warning shot, but clearly the weaponry isn't up to a true cadar quality, so the shot that was meant to streak across the enemy's bow somehow streaked into their bridge. All 40 guns somehow fired at the same time (shoddy Rychart technology) and the bridge disappeared.
The very next moment, you receive a communique from Faction B saying they hold YOU accountable for the encounter! That's Bullcrap!
*They did, after all, save ole Turdlip from ridicule at the last Spice Hall on Tundeedor on the account that his prosthetic mustache fell into a barrel of spice. The crew didn't hesitate in diving into the barrel head first (at least those who could get there first) in order to recover the mustache and help Turdy out. If that's not true compassion and caring, I don't know what is!
