In my first trade rumor of a new game, I was told that De Valtos Prime had a shortage of vudka. Looking in the Exchange, that's clearly not the case (the buy and sell prices are normal, with the buy at about $200). However, there's clearly a ban on water-fuel, with buy at $81 and sell at $3.

interesting, there does appear to be a situation now where multiple rumors exist for a single dock. hmmmm. v3.6.1

I take that back. There are situations where the rumor will end the turn you dock and confusion can result. The saved game format in the DB seems to prohibit duplicates at a very low level. I forced one into the database and the game crashed loading the character's profile.

For what it's worth, when I went to my rumors screen, it was still showing up as the original shortage rumor, not the new one.

I've had situations (prior to v3.6.1) where there where a planet was under multiple rumors. But only the newest one would display on the Urban Zone menu. I never reported it, because it never occured to me that it was a bug (until I read this thread). I assumed it was this way by design.
For example, a planet had a Surplus Rumor (maybe it was a Shortage Rumor) that I was taking advantage of. On about the 3rd landing into this Urban Zone, a new Rumor appeared advertising an Officer. (Toast and appeared in the Urban Zone text. The Surplus Rumor was still on the Rumors page, but no longer in the Urban Zone text.) I popped into the Place and hired the Officer. Then entered the Trade Exchange where the Surplus pricing was still in effect.
I'm not complaining. Just providing info, in case this really is a bug.

Yeah I sort of assumed that only one Rumour could be in effect on a particular Zone at the same time, so a new Rumour would end the Shortage or whatever. Which even makes me afraid to get new Rumours when I'm on to a really good Shortage or Surplus.

"Getting Rumors" in the Spice Hall and the "Rumors State Machine" have absolutely nothing to do with it.
Even if you never visit the rumor page once, the galaxy simulation system runs on in the background and rumors, supplies and all that stuff happens around you.
Spice Hall is just your view to the simulation's inside data -- nothing in Urban Zones influences the generation or termination of rumors.
