I know (thanks to gravling) that there is a rumor that will sell the whale boats and double gun deck. The town will have 32 upgrades in the docks.
The trouble I'm having is you have to be in a navy to buy them. The right one.
But. ... three if the factions where this rumor can occur do NOT have a navy.
In my latest play through, I intended to not sign up until the rumor popped. 10 years to get the first rumour, but that was hansa (no navy, can't get upgrades). At 17 years now, no new rumor.
I'm thinking that maybe the alliances could let you buy? But that's a crap shoot.
Really liking the different styles and ship builds, loving the challenge. Thanks guys!
