Refugees currently cause a reducing in encounters.
I'm hearing a lot of feedback that this system could be more exciting.
I'm going to go get my graphing calculator and prove you all wrong!
No wait, I mean I'm going to investigate and try to come up with a solution that makes you all want to play even more!

Even the alien rumour... I remember deciding for the first time to go alien hunting and sitting around on a rumour for AGES without coming across anything and being disappointed. I think that the effect of rumours should definitely be increased significantly, so that the chance of it affecting you is really noticeable. I'm not saying you should meet an alien every time you see a rumour, but I think it should be pretty likely, otherwise the spacers in the spice hall wouldn't have mentioned it. Perhaps rumours of storms or merchant ships could be particularly dangerous/valuable? I like Fenikso's idea of getting a message saying 'something feels wrong here' - then you know you've hit something.

If I have plenty of water fuel to spare, I usually always follow up on the aliens rumor. I keep an escape shuttle and Templar officer with me and the high salvage price of Alien ships are too tempting for me to pass up sometimes if I'm not too tied up with other Quadrant business. I've always found some useful cargo to steal from the merchant rumor when I chase that one. I'm a spy but I'm also an opportunist. I rarely turn down things I come across that can potentially net me a profit. So in essence, and if it doesn't sidetrack me and it could turn out to be profitable in the long run, I follow up.

Does the refugee rumor location make goods cheaper on nearby planets? The rumor does say they're ruining the value of everything.

Does the refugee rumor location make goods cheaper on nearby planets? The rumor does say they're ruining the value of everything. That rumor suppresses the quantity available of base goods (they consume trade goods) and reduces the value of cargo on ships in the area.
