Yeah for me, having to have at least one cargo hold space free is perfectly acceptable.
My own story of why the implementation of the W-F Tank needs at least 1 cargo space clear is that the only way to fit the W-F Tank into the ship is by cutting the access hatch into the cargo hold directly. This is so that W-F can be easily transferred from tank to cargo hold and vice versa. Now if your hold is filled to capacity, then there is no way you can get to the W-F Tank's hatch, so even if the W-F Tank holds only 15 units, you can't get more in there.
Maybe others might wonder why there is no external access hatch, but a universe filled with pirates, why make it easy for them to steal your cargo.

My personal take on it is that the access hatch is a sort of "Smuggler's Hold" style concealed hatch in the cargo bay floor. This means that a section must be kept clear in order to run fueling lines in. It also leaves it open in my mind for the rumored ACTUAL "Smuggler's Hold" on the horizon. *crosses fingers, eyes, and vibro-blades* I can't wait for that particular update. ;-)
