I think if you do decide to open the package and its implemented to happen while you are performing a delivery, a perception+intelligence check should be made to see if there are any traps, or if the package is a bomb or something that you might want. If you still want to deliver the package after knowing what it is, then a stealth+dexterity check (I figure stealth for eliminating any trace of the tampering and dexterity for ensuring the packaging looks like it did or what the package would normally look like from the client) should be made to see if you can "reseal" the package to ensure you can bluff your way through the delivery.

Well this rose up a few months ago in a game of Shadowrun 4th Edition I was running and so I tried my best to find some way to implement it. Something that would be nice is that if the above is implemented, then the stealth+dexterity check should actually be made as a target that the opposing unit (let's just say Yakashima) would have to beat in order for the tampering to be discovered.
