I've been looking through the toasts that I've seen, and they always sound sombre/boring. Could we have something like:
"Cadar Prime has a shortage of clothes. People are running around naked!"
or
"Tucanae-Javat has a surplus of Vodka. The factory workers got drunk(er)!"

How about more amorous toasts? I generally have enough spice in my hold to thaw even the coldest of Political Officers.

I don't think that a second sentence that just sums up the first part of the toast adds much to the game except screen clogging text.
If text is to be added, it shouldn't be generic prattle. It's got to be worth adding. Ideally, it should generated based on less-visible in-game factors.
"There is a swarm of pirates at X point near Rychart Prime. If someone doesn't do something about it, it could result in a massive hat shortage in surrounding areas." (A merchant would load up on Clothing and be ready to distribute. A loyal Military Officer would start making arrests and resell captured cargo to prevent the shortage.)
"There's a merchant fleet near Javat Mining Colony exploiting the local populace. We suspect they're hoarding metals and pumping them back into the economy covertly to drive the price down." (A Pirate knows he can score some ships fat with Metal in the areal. A Merchant knows a surplus is coming. A Spy knows that Records of the forgery will be abundant. A Smuggler knows that space cops are going to be pulling everybody over for a records check.)
Are shortages and surpluses generated at random or are they influenced by embargoes and trade wars? If there's a shortage, and a trade war is going on, there ought to be a lot of pirates from the opposing faction in the nearby sectors.
