Cory,
I just finished reading most of the posts here and recall you saying at least twice that encounters should not occur in the first 10-20 turns (you said 10 in one post and 20 in another).
I wanted to let you know that I just started a game in Elite v3.6.13 as a Pirate with Steel Song Clan on Demanding and upon trying to land at the beginning world I encountered a Clan Javat ship. It wasn't hostile so I was able to Acknowledge, but I did get a toast that specifically said "Turn #1:".
It doesn't bother me, since it's easy to delete and restart should an encounter this early go very bad, but I thought I'd report it anyhow.

I have had more than one zealot and spy have their starting equipment of weapons/electronics confiscated when they tried to land on the planet to complete their initial quest.

"Turn 1" is more likely a reference to the combat/encounter process, where you can have multiple turns consumed shooting/retreating/advancing/boarding/panicking etc. This doesn't have a direct correlation to game turns (date changes). You can have hundreds (or even thousands) of combat turns and game turns only increases by 1.
If you were coming into land at a planet, you've definitely moved beyond Game-turn 1 because you are always a few AU away from the first planet.

I've never turned it down.
But I sort of view as my character's father's last request. "Son," (or daughter), "Take this letter of resignation to the Cadarian Prince. He'll pay you for the delivery. Tell him I'm out of the business, thought I'd buy an actual farm before I bought a metaphorical one. So from here on in it's raising spotted cow-oids for me boy, you get out and make something of yourself. Here are the keys to the ship . .. "

Yeah, I realized that after I had already logged off for the night. What I saw was a combat toast that I had unknowingly enabled, so it was something I hadn't seen before and thought it was something special. But anyhow, the original "bug" still applies. Within the first 10-20 turns of the game I had an encounter when Cory has said in previous posts that an encounter shouldn't occur. -PJ

I wonder if you have to fly around for the first 100 turns with a "Learners" plate on the Vae until old Turdlip allows you to apply for your full license. Yet another reason to dismiss Turdie at the first chance
