Cool new update. I'd recommend having upgrades dependent on faction and planet such that there are only 20-30 upgrades available at once so that new players aren't overwhelmed with 90 upgrades staring at them in the face. You could also make upgrades like ship plans, where there are never all ships in one planet and you don't see the list of every single ship in the game when you hit "new ship plan".

Back on track though, it'll be interesting to see which upgrades are the best ( and hence deserve the most cost )

... Damn. That IS a citizen of New Boston. That is exactly how everyone should be moving out. No one should be breathing the air. No one.

When I'm done with my first draft of Cerberus (probably less than a week) I'm going to incorporate that detail.
