I just need to burn a tiny bit of heat so that Benni will take me somewhere...
I expected to be able to have a drink in the Wet Bar, but that option was not available. Can you add it?

grävling - in this case, I have added it. Generally, however the distinction is between a place with a public bar and a VIP room. If all the drinking is contained to the VIP room, you have to get access.

There's no VIP room at the Laughing Dog, and despite "sit down, have a drink" no way to buy alcohol, either.
