FYI. Just encountered a bug similar to one mentioned before. This time I can't buy the water tank upgrade. The stardock has it listed as available and shows the View button . I have the money and the bonus and rank in the faction, and have the available upgrade space on the ship but I can't purchase it.

Did you unlock the award to be able to fully purchase the upgrade?

I just did a fresh install of Elite and unlocked the award. I found the water tank under the high star dock upgrades rumor on De Valtos Prime. I am not seeing any bugs yet, I will keep looking.
(Tip for thousand suns run -- turn off notifications!)
One thing I can point out is that all of the awards / upgrades / unlocks use the same 18 lines of code. I have stared at it a lot and can find no faults.

The two biggest things surrounding awards that don't seem to have been properly awarded once achieved are: 1) You haven't achieved the award on (or above) the right level of difficulty. You get a nice congratulations notification if you have done the action that constitutes winning the award, but that notification doesn't take into account the level that you are on. Check the hall of records to see what you have achieved. Beside each awarded achievement, you see the captain's name and the difficulty level.
2) You have achieved the award but haven't yet gone and recorded your achievement at the Hall of Records. You don't get any of the cool unlocks if you haven't lived long enough to tell some officious bureaucrat about your exploits. To record your achievement, go to any urban area with an available palace. Go to the hall of records then record your exploit.

Nope. I'm positive that I qualify for the upgrade. However, I was thinking, what if it's not a bug in the upgrade purchase, but 1 in the display of available upgrades. I.e. the upgrade isn't really available there.

Oh yeah, the upgrades are not always available. In fact, many of the more specialized upgrades (The "oh crap, we're venting into space" shuttle, the "this baby can drive through molten lava" vehicle, and the "find the bad-guy" tracker are examples of things that are rarer than an intelligent Thulun. Even if you have unlocked the award, you can go through multiple captains without seeing any of the above unless you really watch the rumors for booming space ports or excess military stuff.

Yep. I spend more time looking for an escape shuttle upgrade than I do any other activity. Often I die long before I ever find one. I've spent hundreds of years looking for those things cumulatively.

I got one the other day and then found a better ship. I had to think looooooooooooong and hard before capturing the new ship and saying goodbye to my very special escape shuttle.

Well, what I meant was, could I be seeing an available View button instead of the normal greyed out button when something isn't available. I'm definitely seeing the upgrade as available, qualifying for it, but not getting an available purchase button.

Sorry, clarification ... If an item is available in the dock, the "View" button will be enabled (regardless of whether you have unlocked it or not). When you view it, it'll only have a white "Buy" button if you ARE able to buy it (unlocked and/or military rank).
If an item is unavailable in the dock, the "View" button will always be greyed out.

I've had this occur once with the Water-Fuel Tanks as well. It was odd, because I have upgraded them before on another ship. So clearly, I have the achievement unlocked. It was just a weird one-time thing, but it was just recently that it happened.

The button would also be grayed out if the Captain did not have enough Credits or the Ship was not able to accommodate the upgrade slot required.
I will keep looking but this one I have only been able to create explainable scenarios (of which, I admit, there are many.)

I saw the water-hold tank not allowed (in-stock but not recognizing that I qualified even though I had received the award at correct level) when I had qualified and had plenty of credits also. I even re-orbited/returned; no dice. On a subsequent visit it worked fine. Is the database cached in any way?

The thing is, I had the credits at the time(by a very large margin, I might add), and I've purchased the upgrade since then. Again, it was just strange.
Oh, and yesterday I had the same issue again but with the Omni-Stealth Array. It was available, I had the credits, I've unlocked it, but it wouldn't let me purchase it even though it was available. If it matters at all, I'm running this on an HTC Inspire. Maybe it's something on the hardware-side?
