The last few days Surveillance seems broken to me. Even with high stealth and tactics and such bonuses as the spy officer and a hold full of electronics it fails much, much more often than it succeeds. The incidence of encounters has risen sharply as well. Reputation losses are happening even on success, and typically two rep points are lost instead of one. Rep gains with the faction you are not spying on are small, and usually completely offset by rep lost selling the records to the faction you surveiled.
To be sure it was not just an isolated run of bad luck I created new characters, including a spy, and observed the same results. I also dusted off an old character of high level that was a spying machine and witnessed the same problems.
Has anyone else seen a change in the Surveillance mechanics? Can an official comment on whether there has been any intentional change to Surveillance?

If there was no intended change in how Surveillance works, that would leave two other possibilities; those being a bug or bad luck. Since no one else has posted that they have noticed a change in Surveillance, a bug seems unlikely. I must assume that I am just having an amazingly improbable run of bad rolls over many days and many characters.

Yes, I have been using electronics and keeping both tactics and stealth => level on my stealth characters. As far as I can tell from my research in the manual and forums I am doing all the right things to get the best bonuses for surveillance. This is why I wondered if there was a recent change or bug affecting surveillance. Previously I had very good results, and suddenly I could not succeed. Since I had not changed my methodology I was seeking for answers in the game mechanics.
This evening I was running missions with a low level toon with low stealth skill and no gear. I am trying for the mission awards (I must start over thanks to my 2.5 year old granddaughter meddling with my phone and the failure of Google backup). I am trying to run all missions offered, so I have attempted the two surveillance missions received thus far. Both of those missions completed after only two turns of surveillance in each case. All four surveillance attempts seem to have succeeded, so perhaps my luck has indeed changed.

The difficulty rating is driven by game level.
Game level is driven by how many turns you have used.
On harder difficulty levels, the game level will rapidly outstrip your character level.

An Intimidate of 9, tactics of 15, 30+ engines and medium or higher agility is enough to bring success for me. Keep investing in pilot and stealth to reduce encounters. No need to bring tactics past 15.

Are we still ment to earn xp during surveillance or is that only in blockade? You can earn XP in either one when working on a Conflict.

Oh OK. I've been surveilling Javat for awhile since they were in a spy war with de valtos and cadar and it takes nearly ten goes for 1 Xp. I'm playing spy on insane. Finally got a captain to lvl 10.
