I counted how many red encounters I faced vs total (encounters with merchants) and only the red encounters count toward hostile victories. That's why I have over 1017 encounters, and destroyed a total of 371 ships after victory, but only have 294 hostile encounters won. Once I reach 400 ships destroyed I'll update and seee.

So yeah, it only counts hostile encounters that you win. I've destroyed 401 ships, which means I've won >401 battles, and didn't get the Paragon Warmaster. I do have 319 victories over hostiles.
