Say the opposing faction/house simply will not stop persecuting me, and I'd like to do some business. Will surrendering to their patrols absolve at least some of my crimes so I can pay off the rest?

I think it depends on how bad ur rep is. I was -61 and surrendered. I was arrested trued and executed. Game over. But at other time i just did time and had my bad rep cut in half. The safe bet is bide ur time, wait for soneone ur are tight with gets a trade alliance then trade heavily in permit goods.

okay, yes and no. If you have between -1 and -10, you can get into the palace and bribe some official to give you a pardon. The cost of a pardon goes up almost exponentially so pardon as soon as you can.
If you are between -10 and -35, then yes, surrendering to an enemy warship (not pirate), will cause you to be arrested and imprisoned. You will lose a chunk of money (about 50%), but on parole, your RP will be -7.
If you are worse than -35, then DON'T surrender. Doing so will get your captain executed and turned into a wall-mounted trophy.
If you are deep in the proverbial with one particular faction (eg Thulun) but good with others, you can always wait for a Trade Alliance between Thulun and the other faction. You then go to that other faction and buy and sell lots of restricted goods (A, E, W). It can be a very expensive way of buying your way out of a negative reputation, but it is possible.
I once bought my way out of -1000 RP with Thulun by doing significant trades with Trade-Allied factions. Because I was a smuggler, I got some small compensation with records, AND I was lucky enough to find a couple of friendly planets that had shortages in Electronics.

What level are you playing? If you're at Basic or Normal, then you could try surrendering, getting executed, and then having a lucky escape? Who knows, perhaps the game logic then resets your RP with that faction to -7 You've made it particularly challenging by having all but one faction hate you. If you're not too far into the game, I'd probably shelve that captain to play when I'm wanting to be frustrated, and start up a new captain with a sliiightly more conciliatory approach. Get friendly with 2 factions at the very least, and preferably make friends with factions on both the Syndicate and House sides. If you do have the desire to kill, focus on only one or two factions, and make sure your attacks don't happen when that scum-enemy is allied with a friendly faction.

It all started with rychart. Those jerks were too close, so I blockaded them for about... 3 years. Alot of money and experience from fighting later, and everyone hates me. The contracts make me oppose some of them, and the inconsolable trade bans just make it harder to please everyone.
