If you select it in your inventory, and try to use it, nothing happens. I think you should get told that you don't need to 'use' this -- just having it in your inventory will cause its bonus to be applied to any planting of devices. Unless it is broken, of course. Then you should be told 'Your phracking kit is broken. You need to either repair or replace it.' (And when we get our safehouses with a repair bench, we might even be able to use our electronics skill to repair a phracking kit.) Even damaged ones should be worth something at the pawn shop.
