Are you using an automatic gun? I've only used melee, sniper rifles and pistols so far, and never gotten more than 2 shots myself, but I have had 1 ap left and been able to use an attack that takes 2 ap.

For Next Release: - Uninstall Implants - Fix for Aim-but-not-shoot wasted AP
I'll dig into the AP system more in the release after next. A way to move and attack has been requested several times so we're adding that with some accuracy penalties for balance. The hold us is just teaching the monsters how to understand the move as well.
