I just started my 6th game on a large map, normal difficulty and an anomaly 7 AU away from De Valtos Prime, my only colony at the time of exploration, got no boost to construction on the Hab unit being built.

Yeah I've never noticed a boost from it either, if it's small then that would explain it but never noticed it.

Yeah, it is bugged. I was misusing my own API. It was possible it would boost *some* project, but it looks like a good portion of the time it helped the Xeno
