Subsidy is build for twice the cost with a third of the build pre-built.

valuable if you want to jump start a colony, especially for something like habs on a colony with rapid population rise.

Subsidy
When building a new Upgrade for a Colony it may be advantageous to pay a higher cost in Credits to reduce the number of Turns required to complete the construction.
The Subsidy button, located on the New Upgrade screen, provides this option. By paying twice the normal cost in Credits, the Upgrade will be automatically advanced to 30% complete.
