They were sitting on their side for the whole game, I finally instigated war recently. So their XP is Xeno Points, not experience from battles, huh. Their version of research?

blackwing13 look for the Face to Face icon in the bottom left of the Star Map. This is the Politics screen. There is an icon on the top right with three bars- this icon has what you need to know, just tap on the faction you need to know more about.
