How can population growth be a bit controlled?
I have a planet with a quality of 4 and the population is going up.
What do you do with this planets? You cannot make them happy
and build enough hab units at all.

I'm hoping the guys come up with that political/diplomatic option where you can make the planet go Indy. That should help with this I reckon.
